DISABLED VETERAN LEAVE – START DATE OF USAGE PERIOD Start (beginning) date of 12-month eligibility period during which disabled veteran leave under 5 U.S.C. 6329 and 5 CFR part 630, subpart M, may be used. The start date is the “first day of employment” as defined in 5 CFR 630.1303. The entry of a start date in this field represents agency certification that the employee in question is entitled under law and regulation to use disabled veteran leave during the 12-month period beginning on that date. DISABLED VETERAN LEAVE - END DATE OF USAGE PERIOD End date of 12-month eligibility period during which disabled veteran leave under 5 U.S.C. 6329 and 5 CFR part 630, subpart M, may be used (assuming the employee remains eligible). The end date is one day before the anniversary date of the beginning of the 12-month period. For example, if the start date is April 7 in one year, the end date is April 6 of the next year. However, if an employee’s eligibility for disabled veteran leave is lost during the 12-month eligibility period, as described in 5 CFR 630.1304(d), the effective date of the loss of eligibility (i.e., the last day the qualifying rating is in effect) must be recorded as the end date in place of the originally scheduled end date. DISABLED VETERAN LEAVE – BALANCE OF HOURS Balance of disabled veteran leave hours not used or forfeited, as of the end of the pay period. Eligible employees are credited with an initial balance of hours at the beginning of a 12-month eligibility period based on their work schedule (e.g., 104 hours for a regular (nonseasonal) full-time employee), after applying any required offsets. The balance may be adjusted based on changes in an employee’s work schedule. Disabled veteran leave must be used within the 12-month eligibility period or it is forfeited at the end of that period.
