Definition: Number of paid nonovertime hours an employee has off because of Federal holidays during the pay period. INCLUDE: • Official Federal holidays (5 U.S.C. 6103(a)) or In-lieu-of holidays, as applicable • Presidential Inauguration Day where applicable (specified DC area) • Federal holidays declared by Executive order, which are treated as holidays for pay and leave purposes (such as the day before or after December 25 or a day commemorating a recently deceased President).

Applicability: Enterprise Human Resources Integration, Payroll Feed
Notes: DO NOT INCLUDE administrative leave which could be granted in certain related circumstances such as— • to excuse employees on local (non-Federal) holidays; • to provide early dismissal on the day preceding a holiday; • to part-time employees who are scheduled to work on an in-lieu-of day for full-time employees
